Duties: The contractor will work within the NOAA National Marine Fisheries Service (NMFS) Office of Science and Technology on the Program, Planning, Budgeting, and Execution System (PPBES) as part of the Ecosystem Observations Program (EOP) Support Team. (IMSG) www.imsg.com  is looking to hire a Hypoxia and Harmful Algal Bloom Program Specialist to provide leadership, oversight, and vision in advancing knowledge and reporting accomplishments from CSCOR research programs authorized by the Harmful Algal Bloom and Hypoxia Research and Control Act (HABHRCA).  The successful candidate will be responsible for devising mechanisms to facilitate information and technology transfer to water quality and resource managers, and for collating and reporting project outputs and management-based outcomes in harmful algal bloom (HAB) and hypoxia research that are compliant with performance-related requirements stemming from the Government Performance and Results Act. 

This position will be located in the NOAA Center for Sponsored Coastal Ocean Research (CSCOR) in the National Centers for Coastal Ocean Science (NCCOS), National Ocean Service (NOS), in Silver Spring, Maryland. 

Job Duties and Responsibilities:

·         Produce a strategic planning document that describes the protocol for collating program outcomes for Office of Management and Budget (OMB) reporting.
·         Develop the management based outcome report for OMB.
·         Coordinate workshops on HABs and hypoxia that might include the following:  Regional Workshop for Harmful Algal Blooms in California Coastal Waters, developing the Implementation Plan for an Operational Observation System to Improve Monitoring of the Gulf of Mexico Hypoxic Zone, and regional Ecosystem Prediction Workshop to Coordinate Hypoxia Research in the Gulf of Mexico, and Gulf of Maine HAB Research to Operations workshop.
·         Produce reports from above workshops.
·         Assist with development of HAB and hypoxia reports required by HABHRCA
·         Develop web pages for HABHRCA legislation, HAB programs (ECOHAB, MERHAB, PCM, RDDTT), and hypoxia programs (NGOMEX, CHRP)
·         Produce Fact Sheets describing HABHRCA legislation, and HAB and hypoxia programs.
·         Produce newsletter articles and press releases on HABHRCA-related activities, and HAB and hypoxia program accomplishments.
·         Coordination and oversight of CSCOR’s HAB and hypoxia program performance planning, monitoring, and reporting activities.
·         Contribute to short and long-term strategic planning for the HAB and hypoxia research areas.
 
Job Requirements:

·         Knowledge of the principles, theories, and practices of research on HABs and hypoxia.
·         Ability to develop highly technical reports of program accomplishments and management applications.
·         Knowledge of the performance and accountability related requirements incumbent on federal agencies.
·         Experience with program planning and performance evaluation.
·         Ability to coordinate and lead workshops for advancing strategic goals.
·         Experience with developing outreach and related information on project outcomes.
·         Experience with website organization and maintenance.
·         Excellent writing, editing, and oral communication skills and the ability to effectively disseminate information to scientific and lay audiences
·         Ability to interact with diverse individuals and groups, including a wide range of stakeholders, the HAB and hypoxia research and management communities, and Congress.
·         Bachelor’s Degree in marine science, biology, environmental policy, or a related field.
·         Preference will be given to candidates that have 5+ years of experience in the areas of harmful algal blooms and/or hypoxia.
·         Master’s degree in a related field is desirable.

BACKGROUND

Cape Island, SC is an undeveloped remote barrier island in the Cape Romain National Wildlife Refuge which averages well over 1,000 loggerhead sea turtle nests each season.  Sea turtle activity accounts for almost 1/3 of all nests in South Carolina and is the largest sea turtle nesting area North of Florida.  The lack of access to the remote island makes it challenging for federal biologists and volunteers to do beach patrols, nest relocation, nursery maintenance, predator removal, nest inventories, and nesting turtle research.   Early morning small boat access and kayaking during extreme tides are required during the summer nesting season.

The turtle technician reports directly to the US Fish and Wildlife Chief Biologist for the refuge.

POSITION QUALIFICATIONS:

•           Prior sea turtle nesting management experience preferred (additional training provided).
•           Ability to work a non-standard workday (6am-2:30pm), including weekends.
•           Ability to endure extreme summer and outdoor conditions (heat, bugs, salt, sand, etc.)
•           Ability to carry heavy equipment (up to 50 lbs.)
•           Ability to operate an ATV vehicle (training provided).
•           Ability to work independently in an extremely remote island setting. 

RESPONSIBILITIES:

Conduct early morning beach patrols on assigned day in order to identify and locate sea turtle nests or strandings.

The incumbent oversees the Monterey Bay Aquarium’s Sustainable Seafood Initiative, a division of the Center for the Future of the Oceans (CFFO). The Initiative includes consumer outreach, research, and major seafood buyer components. Specifically, the incumbent works with staff to develop and implement a strategic plan that integrates our work in transitioning the seafood purchases of large-volume buyers toward ocean-friendly sources, our commitment to scientific rigor in developing seafood recommendations, and our strength in consumer outreach and related initiatives.

Principal duties include; leading the evolution of the Initiative by developing strategic plans and annual workplans & budgets, supervising the science and outreach team managers so that the work of the Initiative is integrated and coordinated, soliciting and negotiating with representatives of major seafood buyers to empower significant commitments to sustainable sources, supporting new efforts such as the development of standards for farmed species relevant to major buyers, building and maintaining productive relationships with the diversity of partners involved in the worldwide Seafood Choices Initiative, and overseeing all of the Aquarium’s communications efforts regarding sustainable seafood, including media contacts and the website.

The incumbent will serve as the primary spokesperson for the Monterey Bay Aquarium on issues of sustainable seafood at external venues, during our annual Cooking for Solutions event, in response to media inquiries, and at other special events. The Director is responsible for cultivating and maintaining a diverse Board of Advisors, hosting the annual Board meeting, and spearheading sub-committees to tackle programmatic questions and issues as they arise.

A graduate degree in the sciences, management or business. A minimum of 5 years experience in program management. Knowledge of seafood resource and sustainability issues is critical. Experience with market-based conservation initiatives is ideal. Experience in soliciting conservation-minded commitments from major corporations is preferred. Expertise with collaboration among a network of non-governmental organizations is essential. Skills in diplomatic and tactful negotiations are vital. The ability to build relationships with a diversity of partners is important. Strong supervisory and planning skills are required. Outstanding written and verbal communications skills are pertinent.

Freshwater Conservation - PA

The Nature Conservancy in Pennsylvania seeks a Director to lead all aspects of its Freshwater Conservation Program. This program will dramatically enhance The Nature Conservancy's efforts to conserve aquatic plants, animals, natural communities, and ecosystems within priority conservation areas throughout the state. Program emphasis will be on landscape-scale conservation aimed at large, high-biodiversity aquatic systems (major rivers, lakes, and watersheds). Key components of the Freshwater Program will include: identifying effective Nature Conservancy roles and strategies in freshwater conservation; developing capacity and delivering support to Conservancy field staff in a variety of arenas (science, conservation planning, public policy, fundraising); and building effective partnerships with public and private organizations.

The Director will collaborate closely with Nature Conservancy staff in the Eastern Region and the Global Freshwater Initiative. The Director will supervise staff based in several locations throughout the state. Areas of focus will include program development, strategic planning, program delivery to field staff, partnership building, fundraising and management of staff.

Qualifications and experience: BA/BS degree (Advanced degree preferred) in natural sciences/natural resource planning or equivalent professional experience, and at least 5-7 years related experience in natural areas planning or management. Expert knowledge of freshwater ecology, conservation biology, hydrology and public policy, and experience in applying this knowledge to set and achieve conservation outcomes. Ability to work in a team environment with other professionals, excellent communication skills, and supervisory experience required.

Marine Mammal Conservation - GA

The Wildlife Resources Division, Nongame Conservation Section (NCS) announces a vacancy for a permanent full-time Wildlife Technician 2 effective July 20, 2007. The position will be based at the NCS coastal office in Brunswick, Glynn County.

Job Responsibilities

The Wildlife Technician will provide support for the NCS’s marine mammal conservation program under the direction of a Wildlife Biologist. Primary responsibilities will include: 1) assisting with North Atlantic right whale, manatee and bottlenose dolphin research and conservation activities (e.g. aerial surveys, boat-based surveys, data entry, report writing, public outreach), 2) implementing the Georgia Marine Mammal Stranding Network, and 3) maintaining equipment, facilities and supplies. Other responsibilities will include, but are not limited to: 1) conducting public education and outreach programs, 2) providing technical assistance to the public regarding nongame wildlife issues, 3) participating in the DNR Nongame Conservation Section’s coastal on-call rotation, and 4) assisting with other nongame research and conservation activities as needed (e.g. shorebird surveys, sea turtle strandings, etc.).

Minimum Qualifications

Completion of an associate's degree in wildlife technology, forestry, or natural sciences which included a minimum of four courses in wildlife management techniques.

A high school diploma or equivalent AND two years of work experience at a level equivalent to a game management Wildlife Technician I.

Preferred Qualifications

1. Preference will be given to applicants with an undergraduate degree in wildlife biology, biological sciences or a closely related field.
2. Preference will be given to applicants with at least one year of experience conducting wildlife field research, (preferably research on marine mammals (e.g. aerial surveys, photoidentification, strandings).
3. Preference will be given to applicants with computer software experience and\or maintenance (e.g., GIS, database management and word processing).

The west coast regional associate will serve to support the projects, coordination and communication efforts for the west coast region of the Center and aid in planning efforts for the west coast and the Regional Coastal Services branch. The goal of these activities and of the successful candidate will be to provide the west coast with innovative and proven coastal management tools and techniques that address relevant and timely coastal resource management needs in these communities.

The position is a two year position that will provide an opportunity for an early career professional to work on coastal resource management issues primarily in California, but also Washington and Oregon. The associate will serve as a regional coastal specialist with responsibilities to the Center and will assist in the development and implementation of regional activities along the West Coast. Associate's Responsibilities:

• Aiding in the development and execution of projects for the Center in the West Coast region. This requires familiarity with the West Coast regional partners and programs, specifically ocean and coastal resource management.
• Coordinating Center projects and programs in the region with a focus on helping coastal communities become more hazard resilient. Ongoing projects include ecosystem-based management in San Francisco and Humboldt Bay, and coastal water quality technical assistance with the California Water and Land Use Partnership.
• Facilitating Center regional participation in internal Center, NOAA National Ocean Service (NOS), and NOAA regional efforts, including support for the NOAA West Regional Team, NOAA San Francisco Bay Coordination group, and other coordination and communication work. This work will include helping to develop agendas; responding to meeting tasks; and other developments in support of these efforts.
• Identify opportunities for and coordinate applications of Center products, including geospatial decision-support tools, along the West Coast.
• Assisting the West Coast regional manager with the development of and coordination for plans, tasks, schedules, reporting schemes, and measures of success that support regional operations, policy, program, project, and partner requirements.
• Identifying liaison and relationship building opportunities, in coordination with the West Coast regional manager, with other NOS and NOAA regional interests. This activity includes monitoring NOAA regionalization efforts, Ocean Action Plan implementation, ecosystem approaches to management and integrated ocean observing activities.

Qualifications

The position requires independent work and initiative. Knowledge of coastal and marine programs within the Center and NOAA is preferred, or a demonstrated ability to get up to speed quickly in a new area. Familiarity with coastal resource management issues including those related to hazards and climate change. Having familiarity with ESRI ArcGIS, including the Spatial Analyst Extension; experience with creating ArcGIS geodatabases and analyzing and displaying geospatial data is a plus. Candidate should be a recent graduate, having completed at least a Masters’ degree in the coastal resource management field.

The successful candidate must demonstrate strong communication and organizational skills, as well as excellent interpersonal skills. The candidate should be detail-oriented, demonstrate an ability to build relationships with Center management, colleagues, and external partners, and be able to coordinate projects and efforts without being in control of them. The candidate must also have the ability to work without direct day-to-day supervision, but be able to show and communicate progress to a variety of groups within the region and to management and partners across the nation.

NH Natural Heritage is looking for a leader who can effectively administer the program and actively promote biodiversity conservation in New Hampshire. The mission of NH Natural Heritage, a Bureau of the Division of Forests & Lands in the NH Department of Resources and Economic Development, is to collect, manage, and distribute information on rare plants and exemplary natural communities in the state, including their distribution, condition, degree of rarity, and protective needs. We also maintain information on rare wildlife in cooperation with the NH Fish & Game Department's Nongame & Endangered Wildlife Program.

The Bureau is a dynamic office with dedicated staff working on a variety of projects ranging from inventory and monitoring to public outreach. Recent and ongoing initiatives include: a web-based guide to NH's biodiversity; a comprehensive classification of NH's natural communities; an extensively illustrated book version of the classification for the general public; a web tool for environmental reviews; and habitat management to benefit a rare orchid. There are seven staff members besides the administrator, including three ecologist/botanists, a wildlife specialist, a GIS manager, an information specialist, and a database manager.

The Administrator's responsibilities include: (1) administering the Bureau, including fiscal, supervisory, contractual, and scientific oversight; (2) serving as the principal contact in representing Bureau issues within the Division of Forest & Lands as well as to outside agencies and the public; and (3) working closely with cooperators to promote and underwrite the program. Two particularly important partners are the NH Fish & Game Department and the NH Chapter of The Nature Conservancy (TNC). TNC is currently under contract with the State to provide staff and other ecological services to the Bureau.

Minimum requirements for this position include a Bachelor's degree from a recognized college or university with a major study in botany, ecology, or other related environmental life science, as well as six years’ experience in botany, ecology, zoology, biology, or resource management, two years of which shall have involved supervisory duties.

This is a full-time permanent position, with a salary of $43K-52K, based on experience and qualifications. The closing date is July 25,

Salish Sea Expeditions is announcing the position of Logistics Coordinator for the Fall 2007 season.

Onshore/Offshore Logistics Coordinator

Job Description: The Logistics Coordinator will be responsible for coordinating pre-trip and day-to-day food and supply details for 2-5 day science education programs aboard a 61' sailboat. This position will be split approximately half-time onshore and half-time onboard. Onshore, the Logistics Coordinator will assist students in planning menus, shop for, sort, and pack food prior to the trips, in addition to other office preparation tasks as needed. Aboard ship, the Logistics Coordinator will oversee 5th-12th grade students preparing meals in the galley and assist marine educators and sailing crew where needed. The Logistics Coordinator works as one member of a 5-7 person team.

Qualifications: Exceptional organizational skills are needed, as well as the ability to work well individually and as a team member.  Time management and responsibility a must. Experience working with 10-16 year olds in a residential setting, experience in food service, and boating experience are helpful but not required. Demonstrated interest in Salish Sea Expeditions programs and mission. Basic First Aid/CPR required; Advanced, WFR or EMT preferred.

Contract dates: FALL SEASON - September - Mid October, full time.

Compensation: $1000/mo. Plus shared room & partial board and sea time.
