Dr. Mann joined the College faculty in 1977. He holds the B.A. in Political Science ( cum laude ) from Cal-State Long Beach, the M.A. from the University of Southern California, and the Ph.D. from Washington State University. He taught at Washington State University as a graduate student.
His teaching interests emphasize Public Law: Criminal Justice, Constitutional Law, Civil Liberties, Judicial Process, Jurisprudence, and Internships which are coordinated for that requirement in the Crime, Law and Society minor. He also offers courses which emphasize empirical political research methods.
Dr. Mann's research interests include state government policies, judicial politics, criminal justice, and political behavior. He is co-editor of two books, with Luther F. Carter: Government in the Palmetto State and Government in the Palmetto State: Toward the 21st Century. Dr. Mann has published articles and reviews in Women's Law Journal, Journal of Dental Education, American Political Science Review, Journal of Politics, and Political Science Book Review. He is a regular contributor to Law and Politics Book Review and Choice. He has contributed to chapters in books on Court Management in the United States, Reapportionment Politics, and Public Policy Formation.
Dr. Mann has served five times as Speaker of the Faculty, has been awarded the Distinguished Service Award and the Distinguished Advising Award, and is the coordinating Pre-Law Advisor for the College of Charleston. He serves as the contact person for the College of Charleston Attorney Assistance Program.
