Residential Parking Permits

Residential Parking Permits are required for street parking in some of the historic districts of Charleston. They are limited to nine specific areas. The decal is issued to two vehicles per household. To find out if one is required for your residence please visit Parking Revenue Collections at 180 Lockwood Drive Extension, second floor, above the Department of Motor Vehicles or call (843) 724-7375.

If a decal is required in your neighborhood, please follow the procedures listed below to obtain a decal for your parking district. It will only be good for that district.

Take the following items to Parking Revenue Collections at 180 Lockwood Drive Extension, second floor, above the Department of Motor Vehicles:

  1. A copy of your lease. If you do not have a lease, your landlord will provide you with an appropriate affidavit.
  2. Your vehicle registration. If the car you drive is registered to someone other than you, you will need a notarized letter authorizing you to use that vehicle for your personal use from the owner or the corporation.
  3. Your personal identification.
  4. Renters, a fee of $7.50 for six months (Jan. 1-June 30, or July 1-Dec. 31).
    Homeowners, a fee of $10.00 for one year

Garbage and Trash Collection

The City of Charleston provides garbage and trash collection services to most properties once per week. Each resident is provided with one can at no charge. The most common size is 90-gallons, but smaller cans are available for those that would like them. The can remains the property of the City, and any damage caused by normal wear and tear will be repaired at no cost to the resident.

Garbage Collection serves both residential and commercial customers. Residential garbage is collected once weekly, from standardized containers using semi-automated collection equipment.

Trash Collection collects dry trash and yard trimmings for all city residents. Separated trash is collected one time per week.

Residents needing trash collection must place the trash at the curb separated into three categories during collection: bagged grass clippings and leaves, limbs and brush, and miscellaneous (which may include personal construction materials, wood or metal scrap). In addition, a separate collection is made each day for appliances or white goods which customers are asked to contact Environmental Services to schedule for collection.

Animal Regulations

Refer to Chapter 5 of the Municipal Code for animal ordinances of the City of Charleston.

Animal Services Officers are available 24 hours a day. Should you need an Animal Services Officer for any reason call Charleston Police Department at (843) 577-7434 or if the situation is an emergency, call via 911.


Parking Regulations

Refer to Chapter 19, Article VIII of the Municipal Code for parking ordinances of the City of Charleston.

Sec. 19-245. Owner's responsibility for illegal parking.
No person shall allow, permit or suffer any vehicle registered in his name to stand or park in any street in the city in violation of any of the provisions of this Code or other ordinances of this city regulating the standing or parking of vehicles. (Code 1975, § 33-70)

Noise Ordinance

Refer to Chapter 21, Article II of the Municipal Code for noise ordinances of the City of Charleston.

Division 1. Generally
Sec. 21-16. Loud and unnecessary noises restricted.
(a) It shall be unlawful for any person, entity, or establishment to make, continue, or allow to be made or continued, any clamorous singing, yelling, shouting, whooping, bellowing, hollering, or other loud, obstreperous, wanton and unnecessary noises, or to make, continue, or allow to be made or continued, any loud gatherings, either in the day time or at night, which disturb the peace and quiet of the city, whether in the public street, on privately owned or controlled property, or within enclosures, public or private.

Sec. 21-17. Playing of amplified music or other sounds after 11:00 p.m. and before 7:00 a.m. in privately owned or controlled courtyards or outdoor areas prohibited; playing of music or other sounds without amplification in privately owned or controlled courtyards or outdoor areas after midnight and before 7:00 a.m. prohibited; transmission of amplified music or other sounds through open windows or door openings after 11:00 p.m. and before 7:00 a.m. prohibited; transmission of amplified music through exterior speakers prohibited except as provided in subsection (b) herein.

(b) It shall be unlawful for any person, entity or establishment to play, operate or cause to be played or operated, any radio, amplified musical instrument including but not limited to brass or drum instruments or the amplified device or apparatus making or reproducing musical or other sounds within a privately owned or controlled courtyard or outdoor area after 11:00 p.m. and before 7:00 a.m. in such a manner as to be audible in any public street or right-of-way.
